President Calderón Confirms Government’s Commitment to Disabled Persons

| In 2009, over $1.6 million pesos will be invested in health, education and rehabilitation for the benefit of this sector. |  | Mexico City - President Felipe Calderón confirmed his government’s commitment to equal rights and opportunities for disabled persons and announced that in 2009, over $1.6 million pesos will be invested in health, education and rehabilitation for this sector of the population.
 He said that as commitments to public policies for disabled persons increase, it will be possible to build a country of respect and tolerance, free of all kinds of discrimination and violence.
 He reported that the government project to refurbish the worst schools, as part of the program to promote infrastructure will include the necessary adaptations for free access to disabled persons.
 As he led the presentation of the Results of Regional Panels on the National Strategy for the Integration of Disabled Persons and their Families, organized for the National System for Integral Family Development (DIF), President Calderón announced that this year, $325 million pesos will be invested in medical infrastructure and assistance for DIF centers.
 Accompanied by his wife Margarita Zavala, President of the Citizens' Consultative Board of the DIF; José Angel Córdova Villalobos, Health Secretary and Cecilia Landerreche Gómez-Morín, DIF General Director, the President declared that it is essential to expand, multiply and provide all forms of public infrastructure for disabled persons.
 “We are all entitled to a dignified life that is free of discrimination. That is why Mexico signed the International Convention on the Rights of Disabled Persons, whereby we confirm our unwavering commitment to equal rights and opportunities for disabled persons,” declared President Calderón.
 He declared that in order to achieve these goals, the National DIF established the National Strategy for the Social Integration of Disabled Persons and their Families in order to create public policies that will permit the shift from a welfare state to a new culture based on the recognition and exercise of the rights of this sector.
 He explained that Federal Government will redouble efforts with policies and programs that focusing on supporting social and work development and inclusion. Firstly, he pointed out that the DIF has a network of 34 rehabilitation centers, over 1,300 basic units and 62 mobile rehabilitation units that provide consultation services, physical, occupational and language therapy sessions.
 Secondly, he announced, government supports socially responsible firms that hire disabled persons by providing additional income tax deductions, equivalent to 25% of the salary paid to these persons.
 Thirdly, he said, sport and physical activity will be supported through the construction of two paralympic centers, one in Irapuato and another in Zapopan, in order to help athletes and the authorities are exploring the possibility of another sports center in Mexico City.
 At the same time, President Calderón paid a posthumous tribute to Don Gilberto Rincón Gallardo, former Head of the National Council for the Prevention of Discrimination and said: “As happened in the four regional meetings, today we hail the work of a social activist who was largely responsible for ensuring that Mexico signed the International Convention on the Rights of Disabled Persons. |
