Marta Sahagun Allowed her Sons to Rob the Nation: Congressmen

Mexico City, July 27 - The congressional committee investigating the alleged "traffic of influence" by the sons of the First Lady of Mexico, Marta Sahagun, said today that she backed their irregularities that constituted "highway robbery" of the nation.
"Of course she (Sahagun) was involved. She's been the one who has flaunted malfeasance so her relatives could have carte blanche to commit this series of robberies committed against the country", congresswoman Martha Palafox asserted.
Hours before this congressional committee's presentation of its report, Sahagun told the press that the congressmen's investigation of her children from her first marriage with Manuel Bribiesca "was unconstitutional from the start."
The committee presented a preliminary report of its findings to the Mexican press prior to concluding its legislative work next August 31.
"It is impossible to cover up the knowledge that Marta Sahagun had that her and her husband's name (President Vicente Fox) were being used to traffic influence", added congresswoman Palafox from the opposition party PRI (Institutional Revolutionary Party.)
Investigative Committee Chairman Jesus Gonzalez Schmall insisted that "there are two parties to traffic of influence: the influenced and the influencer."
"In this case the influencers were the sons due to their relationship with Marta Sahagun," assured Gonzalez Schmall.
"It has been proven how they would arrive in Acapulco or Puerto Vallarta, how they had the presidential jet at their disposal, how they would stay at the presidential residence at Icacos, how they would close down nightclubs, how they would charter entire cruise ships to bring female Brazilian guests, how they made money in the Municipality of Bahia de Banderas by selling real estate that had no legitimate record at the real estate registry," he added.
Although this group of congressmen and woman has finished its work on this case, Gonzalez Schmall told EFE that the next legislature "will continue this investigation and keep on opening new lines of investigation that have been left pending."
Palafox pointed out that "Mrs. (Fox) should not celebrate just yet because she also concludes her period of impunity and abuse of power that she enjoyed during the six years of her husband's administration."
The report mentions that there was "damage to the government revenues" due to irregularities in the awarding of contracts to the Construcciones Prácticas and Quantum companies, where one of Sahagun's sons is allegedly a partner, that comes to 354 million pesos ($32.1 million dollars.)
Likewise, they hold the secretary of the state-run Bank Savings Protection Institute (IPAB), Mario Beauregard, responsible for leaking inside information to the Bribiesca Sahagun brothers whereby they enjoyed certain benefits regarding the purchase of housing with overdue loans payable to the Institute.
IPAB is a state entity that manages the liabilities coming from the Mexican bank rescue following the 1994-95 financial crisis, and one of its functions is to sell personal or real property foreclosed from debtors.
In June of 2005, the Mexican Congress approved the creation of this committee to investigate alleged cases of "traffic of influence" involving public funds in which the sons of Marta Sahagun were mentioned.

Marta Sahagún Permitió a Sus Hijos Robar a La Nación: Diputados

México, 27 julio - La comisión legislativa que investiga por presunto "tráfico de influencias" a los hijos de la primera dama mexicana, Marta Sahagún, dijo hoy que ésta avaló dichas irregularidades que constituyeron un "atraco" a la nación.
"Por supuesto que ella (Sahagún) está involucrada, ha sido quien ha ostentado el abuso de poder para que sus familiares sean quienes puedan tener toda la carta abierta para realizar toda esta serie de atracos a la nación", aseguró la diputada Martha Palafox.
Horas antes de la presentación de un informe de esta comisión legislativa, Sahagún dijo a la prensa que la investigación de los diputados a los hijos de su primer matrimonio con Manuel Bribiesca "siempre fue inconstitucional".
Esta comisión presentó a la prensa mexicana el informe preliminar de los trabajos de estas pesquisas antes de que concluya su trabajo legislativo, el próximo 31 de agosto.
"Es inocultable el conocimiento que tenía Marta Sahagún de que su nombre y el de su esposo (el presidente Vicente Fox) se estaban utilizando para el tráfico de influencias", añadió la diputada Palafox, del opositor Partido Revolucionario Institucional (PRI).
Por su parte, el presidente de la comisión investigadora, Jesús González Schmall, insistió en que "en el tráfico de influencias hay dos actores, el influido y el influyente".
"En este caso, el influyente fueron los hijos por su relación con Marta Sahagún", aseguró González Schmall.
"Está probado cómo llegaban a Acapulco ó Puerto Vallarta, cómo disponían del jet presidencial, cómo se hospedaban en la finca del presidente en Icacos, cómo cerraban antros, cómo fletaban cruceros completos para traer invitadas brasileñas, cómo hicieron dinero cobrando en el municipio de Bahía de Banderas vendiendo inmuebles que no tenían legitimidad de origen en el registro público", añadió.
Aunque este grupo de legisladores terminan su labor para este caso, González Schmall precisó a Efe que la próxima legislatura "continuaran con estas investigaciones y seguirá abriendo nuevas investigaciones que quedaron pendientes".
Palafox apuntó que "la señora (Sahagún) no debiera festejar por adelantado porque a ella también le concluye su periodo de impunidad y abuso de poder que ostentó durante los seis años de mandato en la Presidencia de su esposo".
El informe cita que hubo "daño patrimonial" a la hacienda pública por irregularidades en la adjudicación de contratos a las empresas Construcciones Prácticas y Quantum, de las que supuestamente es socio un hijo de Sahagún, que ascienden a 354 millones de pesos (32,1 millones de dólares).
De igual forma, responsabilizan al secretario del estatal Instituto de Protección al Ahorro Bancario (IPAB), Mario Beauregard, por privilegiar con información especial a los hermanos Bribiesca Sahagún para obtener beneficios en con la compra de viviendas con cartera de este propio instituto.
El IPAB es una entidad estatal que administra los pasivos derivados del rescate de la banca mexicana tras la crisis financiera de 1994-95 y como parte de sus funciones se encarga de la venta de bienes muebles e inmuebles decomisados a los deudores.
En junio del 2005, la Cámara de Diputados de México aprobó la creación de esta comisión para investigar los presuntos casos de "tráfico de influencias" con recursos públicos en los que se ha mencionado a los hijos de Marta Sahagún. |
