People march during a protest against the government of Mexico's President Felipe Calderon in Mexico City, Monday, Sept. 1, 2008. President Calderon has filed a written state-of-the-nation report, breaking a decades-old tradition of presidents appearing before Congress for a speech. Lawmakers passed a bill this year letting the president send the report instead of delivering it personally and avoid protests that have disrupted the ceremony the last two years. Mexican President Felipe Calderon urged lawmakers to approve his plan to allow state-owned Petroleos Mexicanos to hire foreign and private companies.

"The issue has been discussed enough in Congress," Calderon said in an interview with Radio Formula. "Let's resolve it."

Calderon also said that Mexico's inflation rate has passed its "critical stage" and that the economy will perform better in 2009 when a slump in the U.S. ends.
