President Calderón visits troops participating in Chihuahua Joint Operation.
"In Ciudad Juárez, we will defeat organized crime, because our Armed Forces will never be driven back or desist," declared President Calderón after stating that Mexico and Mexicans trust the army to leave behind the shadow of the lack of safety on the streets and violence.

"With you in charge, citizens know that Juárez has no reason to become a city condemned to impunity, corruption or violence," he added.

On tour in Chihuahua on a visit to the troops participating in the Joint Operations, the President hailed the Army's members, adding that they inspire respect and authority among citizens because they give them the hope of recovering security, tranquility and peace in places where they have been absent.

Accompanied by Governor José Reyes Baeza Terrazas and Secretaries of National Defense, Guillermo Galván Galván and the Economy, Gerardo Ruiz Mateos, the Mexican President said that the battle Federal Government has waged against organized crime has yielded results. One example is this border city, where violence has considerably declined due to the Chihuahua joint operation.

"Mexican families feel safe because they know that you, our soldiers, are protecting the city. As Mexicans, we feel proud of our army because its presence is a guarantee of reliability and security, in short, of the presence and viability of the national state," he said.

Addressing representatives of the Legislative and Judicial branch, President Calderón said that the Army's presence cannot be permanent. He therefore urged local authorities to speed up the process of purging the police corps which must continue throughout the country, to form new generations of reliable, honest, efficient police and state prosecutors' offices with a greater capacity to fulfill their duty.

The President declared that from now onwards, Federal Government will provide grants to guarantee public or private university and high school studies for the children of Mexican soldiers, as part of the support his administration has provided to improve their living conditions.

"Mexico and Mexicans known that our Armed Forces are an exemplary institution. We know we can count on each and every one of you to leave behind the shadow of insecurity and violence that should never have fallen across any part of national territory," he said.

The Mexican president said that his government will not allow crime to threaten honest military men, soldiers or public servants working to protect the safety of Mexican families and the country's higher interest. That is why he has sent a series of laws and initiatives to Congress to punish those that threaten the lives and integrity of public servants charged with the country's safety.

He also urged Mexicans to be better citizens because, he said, we need to make our society a healthy society that is impervious to crime.

The President evoked Benito Juárez who, in 1866, established his government in this city, where those that wished to do away with Mexicans' freedom were besieged.
