President Felipe Calderón Signs Decree Supporting Small and Medium Firms

Actions will prevent the closure of firms and the dismissal of workers.
Mexico City - Wednesday, President Felipe Calderón signed a decree to postpone payment of Social Security quotas, which includes measures to prevent the dismissal of workers and the closure of firms caused by both the economic crisis and the Human Influenza A/H1N1 emergency.

“Through the decree we are announcing, we will provide several forms of payment and financing for the national productive sector, linked to obligations to the Mexican Social Security Institute," he added.

On the staircase of the Miguel Alemán Residence at Los Pinos, the President said that these supports include waiving the fine the IMSS imposes on firms that are unable to pay their quotas for April, just this once.

“Small and medium firms that lack the cash to be able to cover their quotas on May 18, this coming Monday, will be exempted from the 40% fine the Mexican Social Security Institute usually levies in response to non-payment," he declared.

He added that firms will be able to pay 50% of the total amount of their worker-employer dues for the months of May and June this year in five instalments.

These measures are in addition to the 20% already announced to pay off the total amount of the May-June bimonthly quotas.

“The main aim of all these actions is to lighten the burden for the productive sector as regards payment of their contributions to the Social Security Institute without damaging the Institute's reserves," he explained.

Accompanied by Secretaries of the Economy Gerardo Ruiz Mateos and Labor and Social Welfare, Javier Lozano Alarcón, President Calderón declared that Federal Government will particularly benefit the country’s small firms, which have fewer than 20 workers and account for over 85% of those affiliated to the Mexican Social Security Institute as well as providing an income for millions of Mexicans.

The Mexican president stressed that these measures are temporary, since it is also important to maintain the IMSS's finances.

“It is essential for firms that are able to keep up their payments to do so. It would be wrong not to protect an institution that has provided the country’s families with an essential service during this health contingency and which, during these adverse economic circumstances, have continued to support workers who have unfortunately lost their jobs," he said.

President Calderón told representatives of the country’s main economic sectors and union leaders that through this support, Mexicans are confirming their support at difficult times, such as the current economic and health situation.
