Mazatlán, Sinaloa - President Felipe Calderón hailed the dedication, sacrifice and hard work of Mexicans naval officers in protecting the country's sovereignty, democracy and institutions.

He said that those that have devoted their lives to the service of the nation have not only protected the seas and shores but are also a bulwark of the safety of Mexican strategic installations.

He also mentioned the strategic role played by the Mexican Navy in adverse situations such as natural disasters and the recent health contingency.

“They have always acted beyond the call of duty. In the midst of tragedies caused by the force of nature, for example, Mexico's marines have saved thousands of lives and helped hundreds of thousands of families in their hour of need. During the health contingency we experienced recently, the Navy generously opened the doors of the Naval Hospital in Mexico City to all its inhabitants, attending tens of thousands of people in a timely efficient fashion, and at no cost.

Thanks to these actions, he said, the country can rest assured that under whatever adversity or threat, the Mexican Navy will always provide support.

Accompanied by Naval Secretary, Admiral Mariano Francisco Saynez; National Defense Secretary, General Guillermo Galván and Governor Jesús Aguilar Padilla, President Calderón stressed the fact that the Mexican Navy is a crucial part of the National Security Strategy implemented by Federal Government.

“Thanks to the brave work of Mexico’s marines, in the short term, we have dealt severe blows to the operating and financial networks of the country's main criminal organizations and gangs."

He also repeated Federal Government’s commitment in the fight against organized crime and hailed the fact that coordination between federal and state forces is giving results, meaning more calm and security for Mexicans.

He also mentioned the fight against corruption in public institutions, a task that must be carried out throughout the country and will brook no delay.

“We are obviously dealing with an enemy whose power of corruption, intimidation and threat does not distinguish between political or party affiliations or divisions within the orders of government. In response to organized crime, we must all close ranks, because this is a fight by the Mexican state in which there is no room for hesitation or disloyalty. Those that betray society's trust and decide to serve criminals rather than the citizens whom they are obliged to serve should realize that nothing will exempt them from the course of justice.

The President hailed the signing of the Collaboration Agreement between the Secretariats of the Navy and Communications and Transport, which seek to strength the functioning and operation of the Harbor Master's Offices, as well as the creation of a new data base of the National Public Maritime Records that will permit better control of the boats active in Mexico.

In recognition of the marines, President Calderón said that operating personnel’s salaries have been increased by 60% and that their children already have an Integral Scholarship Program that will cover 100% of senior high school and university fees at the public and private universities where they decide to study.

Lastly, he said that turning Mexico into a safe, free country where the rule of law prevails is not a dream or a Utopia but an unavoidable need that requires the work and commitment of all Mexicans.

“It will be possible for us to have a peaceful, safe Mexico that is free of crime, it will be possible to construct a Mexico of freedom with solid, reliable institutions, although for some this must seem to be an impossible dream and for others, a difficult Utopia. But I am sure that with the patriotic conviction of Mexico's seamen, more and more Mexicans know that having a safe Mexico is not a dream or a Utopia but an unavoidable need we will achieve through the work and commitment of all Mexicans."
