Federal Government Presents National Program for Development of Disabled Persons 2009-2012

President confirms government's unwavering commitment to paying off Mexico's historical debt to disabled persons.
Mexico City - President Felipe Calderón led the Presentation of the 2009-2012 National Program for the Development of Disabled Persons (PRONADDIS) whose essence is to move from public policy as a gift, favor and philanthropy to the recognition of the human rights of this sector of the population.

He said that the challenge of our generation is to make respect for diversity a norm and make the recognition of our differences an everyday practice and a custom and above all, make the promotion of equal opportunities a shared opportunity for which we are all responsible.

He said that “the inclusion of disabled persons is not the task of a few and not only the task of Federal Government. It is a task for all governments and society and government, a task that involves each and every Mexico.”

In the Adolfo López Mateos Hall of the official Los Pinos residence, and accompanied by his wife, Margarita Zavala, President of the DIF Citizens’ Consultative Board, and the Secretaries of Health, Public Education, Communications and Transport, Work and Social Development: José Ángel Córdova Villalobos, Alonso Lujambio Irázabal, Juan Molinar Horcasitas, Javier Lozano Alarcón and Ernesto Cordero Arroyo, respectively, the President said that the main barrier faced by disabled persons is cultural.

“It is a cultural barrier that at best, makes us see disabled persons as an object of solidarity, charity and philanthropy rather than as an active responsible subject or a person who is essentially integral, complete and our equal.

He added that through PRONADDIS, Mexico has fulfilled the commitment it made when it signed the International Convention on the Rights of Disabled Persons that promotes equal rights and opportunities for disabled persons worldwide.

“But beyond that, we confirm our unwavering commitment to pay Mexico’s historic social debt to disabled persons,” said President Calderón.

He explained that the objective of the Program is to contribute to the development and full inclusion of disabled persons in every sphere of life and do so with equal rights and opportunities.

He said that PRONADDIS should establish a change of paradigm in the treatment of disabled persons, shifting from a purely welfare approach, which it has largely been, to a policy based on the recognition of human rights.

Among the commitments included in the 2009-2012, National Program for the Development of Disabled Persons, President Calderón said that it seeks to ensure free access by disabled persons to spaces, environments, goods and services.

“One of the goals established by the Program is that by the end of this Administration, at least 90%, hopefully 100% but at least 90% of all Federal Government facilities throughout the country will be fully accessible to disabled persons,” he said.

Secondly, he added, it seeks to raise the quality of education and expand opportunities for access as well as guaranteeing the development and application of policies for labor inclusion, self-employment and training for disabled persons.

President Calderón added that his government seeks to raise the number of regular education schools that incorporate children with special educational needs by at least 80% and ensure that at least 10,000 disabled persons formally join the labor market, which would represent a 50% change in the number of disabled persons that have formally joined the labor market.

At the same time, he said that another goal is to encourage and support the participation of disabled persons in cultural and sports activities in which, he said, they have shown Mexico and Mexicans what it means to have the character, strength and determination to progress and honor Mexico's name.

Moreover, added President Calderón, it will seek to ensure access to justice to disabled persons, as well as the exercise of their political rights.
