President Calderón Calls for the Reconstruction of Institutions in Mexico to Combat Crime

Mexico City - At the closing of the forum on Victims of Crime, It’s Time to Listen, President Felipe Calderón urged the authorities and citizens, together with Federal Government, to reconstruct Mexico's institutions, since this weakness has given criminals the upper hand.

“We need to reconstruct the country’s institutions, beginning with the police, the State Prosecutors and the judges. In a word, we need to reconstruct authority. And authority cannot be reconstructed unless there is a demand from citizens to promote and reconstruct this authority," he said.

Accompanied by his wife Margarita Zavala, representatives of the three branches of government, Interior Secretary Fernando Gómez Mont, and State Prosecutor Arturo Chávez Chávez, the President declared that citizens are not only calling for a stop to organized crime and drug trafficking, but also to kidnapping, adding that regardless of whether they are federal or local crimes, his Administration will not hesitate to act.

“We cannot, we have not and we will not ignore this problem which is demanding action from the authorities. And we will not allow them to challenge Mexicans, subjecting society and humiliating the authorities, bringing them to their knees. That is why we have acted and that is why, despite the cost, we must continue to act until we purge Mexico of the criminals who have tried to supplant Mexicans and governments," he said.

He said that it is time for the law to tip the balance in favor of the victims of our country, and confirmed his commitment and that of the Mexican state to continue to combat abduction.

He said that unity is essential to putting an end to this scourge, not only to comply with the Agreement on Security, Justice and Legality but also because of the situation of those that have suffered from it.

“We must continue working together to put an end to abduction within the framework, not only of the Agreement for Security, Justice and Legality but also within the framework of the reality, pain and injustice of those that have been victims of this scourge, which must be banished from our country forever," he said.

President Calderón said that he hoped the branches of government would find a solution that would ensure the identity, security and sense of protection of those who can no longer suffer the attacks of criminals, which is why he urged society to continue making denunciations.

“Let us achieve this aim. Let us do what we must do and achieve our coveted goal of having a Mexico free of abduction and crime that should never have reached the levels it did in our beloved country," he said.

He acknowledged Mexicans’ cooperation, adding that the greatest progress and results would not have been achieved with the boost, demands, insistence and information the corresponding authorities have received from organizations concerned with victims and affected citizens.

“That is why my presence here reflects a commitment we have and which I wish to establish directly with you to work on the permanent eradication from our country of this cancer that has so severely damaged Mexico, especially you," he said.
