Mexico has taken steps to allow foreigners, whether legally or illegally in the country, to apply for citizenship.

It is called reversed migration: Economic conditions in the United States are deteriorating more and more with the passing of time. The US dollar is already on life support, so if you see American citizens living in Mexico, is a clear symptom that the economy of their home country will collapse pretty soon. There won't be necessity for any immigration reform in the US once the dollar collapses, since a new currency will emerge and will become the common denominator for the economies of Canada, Mexico and the United States.
